By the 10th grade, at-risk students often perform at 4th to 5th
grade levels in the basic skills and are weak in many higher-order
thinking skills. As the skill levels of these students plateau and the
demands increase, the performance gap continues to widen. Yet the
secondary school has received little attention in the current focus on
ensuring appropriate educational opportunities for students with poor
skills and knowledge bases.
